Nepal party tables Constitution ammendment bill to avert state of emergency

CA member and Chairman of Nepal Sadbhavana Party (Anandidevi) Sarita Giri has tabled a bill at the Constituent Assembly secretariat to amend a clause about extending CA’s term in the Interim Constitution.

Organising a press conference in the capital Tuesday, Giri said, she had tabled the bill to amend article 64 of the Constitution which has a provision of extending the term of CA.

Article 64 of the Interim Constitution mentions, the term of the CA will be two years and if the task of writing the constitution has not been completed due to the imposition of state of emergency the CA could extend its term by six months.

In the amendment bill, Giri has proposed the provision of imposing emergency for the extension of CA’s tenure be removed.

She has also proposed the constitution drafting process be automatically put off if a state of emergency is imposed as people’s fundamental rights would be suspended then.

There is a possibility of another state of emergency soon as there is very less time left for the drafting the constitution, said Giri. I have tabled the bill to avert such situation.

This is seventh amendment bill to the Interim Constitution and the first one tabled from outside the government.
