NC, UML, TMLP CA members file note of dissent against clause allowing govt to seize land above ceiling

Nepali Congress (NC), CPN (UML) and Terai-Madhes Loktantrik Party (TMLP) CA members have filed a note of dissent on a clause approved by CA Committee on Distribution of Natural Resources, Financial Rights and Public Revenue on Friday.

The clause approved by a majority allows government to acquire land belonging to individuals or institutions above the ceiling determined by land reform laws with or without compensation.

CA members representing Nepali Congress (NC), CPN (UML) and Terai-Madhes Loktantrik Party (TMLP) filed a joint note of dissent claiming the working procedure was not followed properly while approving the clause.

Only 31 out of 43 members of the committee were present at the time of voting. 19 CA members including 17 representing UCPN (Maoist) voted for the clause.

The dissenting CA members have accused committee chairperson Amrita Thapa of not informing the members about the voting in advance.
The dissenting CA members have demanded the clause should include the government should provide compensation while acquiring land above the ceiling.

The approved clause is against individual and fundamental rights to property and against all past agreements, worldwide principle of human rights and the Interim Constitution, the CA members have claimed.
